Effective September 21, 2025, UPS is making the following changes to U.S. Export and Import Paper Commercial Invoice Services.
A fee of $25.00 per shipment will be applied to the shipper when the commercial invoice is not provided by the shipper in digital form using UPS Paperless® Invoice services prior to the processing of the commercial invoice by UPS.
Surge Fees will apply to certain shipments effective September 28, 2025.
